NEMA issues notice to sand transporters following new regulatuions
The National Environment Management Authority (NEMA) has issued a public notice requiring all sand transporters in Kenya to obtain a transportation permit to operate.
In a notice dated Tuesday, February 18, 2025, NEMA said that the requirement is as per the newly enacted Environmental Management and Coordination (Sand Harvesting) Regulations, 2024, that was officially introduced by the national government through the Ministry of Environment, Climate Change, and Forestry.
According to NEMA, the main objective of the new sand harvesting regulations is to promote the sustainable utilization of sand as a natural resource while ensuring environmental conservation.
“This is to bring to the attention of sand transporters that the Sand Harvesting Regulations, 2024, require that you obtain a sand transportation permit from NEMA.
“The Government of Kenya (through the Cabinet Secretary—Ministry of Environment, Climate Change, and Forestry) vide Kenya Gazette Supplement No. 197 (Legislative Supplement No. 86) and Legal Notice No. 179 dated 4 November 2024; promulgated the Environmental Management and Coordination (Sand Harvesting) Regulations, 2024. The main objective of the regulations is to ensure sustainable utilization of sand as a resource while at the same time protecting the environment, “NEMA’s public notice reads in part.
NEMA further urged all sand transporters to immediately apply for a sand transportation permit, adding that the application process is available online through its official website under the licensing portal—sand harvesting.
“All sand transporters are therefore required to immediately apply for a permit to transport sand by logging into the NEMA website: www.nema.go.ke, licensing portal—sand harvesting. For more information, contact the Director General through: [email protected] or visit the nearest NEMA County Director of Environment’s office,” NEMA said.
This notice issued by the environmental authority serves as a crucial step in regulating the sand harvesting industry in Kenya, ensuring that natural resources are managed responsibly while protecting the environment for future generations.
