I directed DCI to investigate missing Mlolongo 3


Police Inspector General Douglas Kanja and Director of Criminal Investigations (DCI) Mohamed Amin on Thursday, January 30, 2025, reiterated that the three Mlolongo missing men are not in police custody.

Appearing before Judge Chacha Mwita at the Milimani Law Courts, IG Kanja told the court that immediately after the matter was presented to him, he gave directions to the Director of the Directorate of Criminal Investigations to start the investigations immediately under the lead investigator Paul Wachira.

Notably, Kanja stated that the matter was still under investigation but the lead investigator Wachira was in court to update on the progress of the matter.

“I directed the Director of Directorate of Criminal Investigations to commence the investigations under the lead investigator Paul Wachira who is an assistant Inspector General who is here before the court to give the progress of the matter,” IG Kanja told the court.

Kanja stated that after the investigations are over, the DCI will forward the files of the matter to the Office of the Director of Public Prosecutions (ODPP) for further directions.

Additionally, Kanja told the court that he is a law-abiding citizen who respects the court orders at any given time stating that is the reason he had to honour the court summons.

Meanwhile, Director of the Directorate of Criminal Investigations Mohamed Ibrahim Amin who was also summoned to answer on the missing men emphasized that the men are not in police custody and that the investigations are still ongoing.

Amin told the court that the missing of the three men Justus Mutumwa, Karani Mwema and Martin Zyuko Mwau were all reported and entered at Athi River and Mlolongo police stations as missing persons.

He told the court that the missing men were not arrested emphasizing that they were not under any police custody.

“The missing persons are not under the custody of the National Police Service (NPS), we have not arrested the three men and are not under our custody,” Amin told the court.

Amin also told the court that due to this, they can neither produce their bodies nor prefer any charges against them.

Updating the court on the investigations process, Assistant Inspector General of Police Paul Wachira currently serving at the Directorate of Criminal Investigations as the deputy director of investigations said that they confirmed the missing men were not in any police station in Kenya.

Wachira stated that as part of the investigations they visited the places from where the men went missing and persons of interest were questioned and their statements recorded.

He also told the court that two of the missing three men disappeared when they were on their way to Kitui County for business as per the investigation findings.

“It was reported that Justus Mutumwa Musyimi together with Martin Mwau alias Mzungu disappeared on December 17, 2024, while riding on a Honda Motorcycle leaving for Kitui,” Wachira told court.

Wachira told the court that on December 26, 2024, sister to Karani Mwema made a report of his disappearance stating he went missing on December 12, 202, and investigations are ongoing.

Further, Wachira told the court that they have involved service providers, various witnesses and private entities for the purpose of getting to the root of the matter.

However, Wachira told the court that they have encountered some challenges in the process of investigating the matter of witnesses not willing to provide information willingly.
